Damit man diese Diskussion auf vern\u00fcnftiger Basis f\u00fchren kann lohnt es sich, \u00d6sterreich mit anderen europ\u00e4ischen L\u00e4ndern zu vergleichen.<\/p>\n<p>Die Tabelle zeigt die Unterschiede (in PISA-Punkten f\u00fcr den Test von 2012) zwischen den Sch\u00fclern mit Migrationshintergrund und den &#8222;Eingeborenen&#8220; in allen europ\u00e4ischen L\u00e4ndern, die an PISA teilgenommen haben.<\/p>\n<p>Gro\u00dfe positive Zahlen bedeuten, dass die Sch\u00fcler mit Migrationshintergrund wesentlich schlechtere Leistungen erbringen als die anderen. Negative Zahlen (wie beispielsweise in Ungarn und Polen) bedeuten, dass die Sch\u00fcler mit Migrationshintergrund besser abschneiden als die anderen Sch\u00fcler.<\/p>\n<p>Durch klicken auf die sortieren, dann sehen sie, dass in 12 europ\u00e4ischen L\u00e4nder der Unterschied  zwischen Migranten und Nichtmigranten beim Lesen gr\u00f6\u00dfer ist als in \u00d6sterreich. In einem Teil dieser L\u00e4nder ist allerdings der Migrantenanteil an den Sch\u00fclern sehr gering.<\/p>\n<p>Sortiert man die L\u00e4nder nach dem Migrantenanteil, dann sieht man, dass nur 3 L\u00e4nder (Luxemburg, Schweiz und Liechtenstein) einen h\u00f6heren Migrantenanteil (beim PISA-Jahrgang der Sch\u00fcler) haben.<br \/>\nIn diesen drei L\u00e4ndern ist der Unterschied zwischen Migranten und Nichtmigranten \u00e4hnlich hoch wie in \u00d6sterreich.<\/p>\n<p>Belgien, Frankreich und Schweden haben einen \u00e4hnlich hohen Migrantenanteil wie \u00d6sterreich, und auch in diesen 3 L\u00e4ndern ist der Unterschied zwischen Migranten und Nichtmigranten \u00e4hnlich hoch wie (oder h\u00f6her als) in \u00d6sterreich.<\/p>\n<p>Wenn man Stichprobendaten analysiert, dann geh\u00f6rt es zur handwerklichen Sauberkeit, auch die Schwankungsbreiten der gesch\u00e4tzten Werte anzugeben. Die folgende Tabelle gibt die Standardfehler (se = standard error) f\u00fcr die Unterschiede zwischen Migranten und Nichtmigranten f\u00fcr die einzelnen europ\u00e4ischen L\u00e4nder an. In diesen L\u00e4ndern ist die Migrantenstichprobe nur sehr klein und das f\u00fchrt zu einer gro\u00dfen Schwankungsbreite.<\/p>\n<p>Will man ein etwas umfangreicheres Bild bekommen, dann braucht man dazu die PISA-Werte der einzelnen L\u00e4nder, und zwar f\u00fcr die gesamte Sch\u00fclerpopulation, f\u00fcr die Sch\u00fcler mit Migrationshintergrund und f\u00fcr die anderen
